  16. TELECOMMUNICATOR is a more professional title adopted an
  17. increasing number of jurisdictions for what they used to call
  18. DISPATCHERS. They operate the public safety communications
  19. centers public safety answering points for Nine-One-One. They
  20. should be made aware periodically of your jurisdiction's RACES
  21. program and how Amateur Radio phone patches work.

  23. RACES: The Radio Amateur Civil Emergency Service. The RACES is a
  24. program established by any jurisdiction's civil defense official
  25. by appointing a radio officer, preparing a RACES Plan, and
  26. training and utilizing Amateur Radio operators. The latter are
  27. screened for loyalty and reliability prior to taking and signing
  28. an oath. The RACES is not a condition; it is a program and unit
  29. of local government providing public safety communications. Thus
  30. the RACES is not a club, association, or self-governing body.
